President of ASD-TL, Joao G. Tilman said the traffic law or road code is very strong, but the reality of the implementation is that people continue to break the law.
"The law implementation should be rigorous, if we say it is banned then it must be banned. We see people who do not wear a helmet and continue to drive in the city and they get driving licenses by paying, this is a problem," he said in Vila Verde Hotel, Dili.
He said a good motorist should know deeply the function of traffic law, such as the mirror, the lights, and should have a moral responsibility, which means they should respect other people.
He urged the relevant institutions that issue driving licenses to control and provide rigorous tests to the motorists
While, the data from the National Hospital Guido Valadares (HNGV) in 2015 had registered 1664 traffic accidents there was an increase to 1739 cases in 2016.
Meanwhile, the Head Department of non-communicable disease, Helder Juvinal said the Ministry of Health is working with Australia through AusAid to establish Ambulance Units in the Municipalities to respond to emergency cases, such as traffic accident.
He said traffic accidents are a major concern in the world including Timor-Leste, with the number of mortality rising annually from traffic accidents.
"The accident may cause a physical defect, temporarily or permanently, our body is may not function properly and this could impact on our economy," he said.
He said the reality in Timor-Leste, many drivers and motorists have accidents by being drunk and focusing on smoking.
On the other hand, a student Samuel Xavier Correia said it is important to provide more information to society about the consequences from traffic accidents, and the importance of prevention.
He agreed that the component part should implement the law properly, in particular give sanction to the motorists that break the regulations, so they will not repeat such action that could lead to an accident.
"Everything that we learn, understand and receive, we need to share with others so they can use the road with responsibility," he said.
